2019 Zane Cup Memorial Tournament Rules

1. AGE AND ELIGIBILITY A. Participation in the Zane Cup Memorial Tournament is open to accepted teams meeting the age limit of the specified division. Players must have been born during, or subsequent to, the divisional year. Each team must be registered with a National State Association affiliated with US Youth Soccer and must present a valid US Youth Soccer / US Club Soccer State roster and player registration cards. Player Passes and Roster must be present at the field for the duration of the games. B. Laminated current validated player passes and current signed medical release forms are required for all players C. Age groups for teams are as follows: Age Group Birth Year: Under 8 Born in 2011 Under 9 Born in 2010 Under 10 8 Born in 2009 Under 11 Born in 2008 Under 12 Born in 2007 Under 13 Born in 2006 Under 14 Born in 2005 Under 15 Born in 2004 Under 16 Born in 2003 D. Rosters and player documents may be inspected at any time during the tournament.

2. LAWS OF THE GAME A. All games shall be played in accordance with FIFA Laws, except as specifically modified by these rules. B. U8 Elite - U10 teams will play with 7 players, roster limit is 12. C. U10 9v9 and U11 teams will play with 9 players, roster limit is 14. D. U12 9v9 teams will play with 9 players, roster limit is 14. U12 11v11 teams will play with 11 players, roster limit is 18. E. U13 – U16 teams play with 11 players, roster limit is 18. F. No player shall play for more than one team during the tournament. G. Guest players allowed for the Tournament shall be no more than Three (3). Guest players must meet all requirements for individual team players. Any guest players with incomplete or incorrect information at registration will not be allowed to participate.

3. DURATION OF GAMES The duration of tournament games shall be in accordance with the following: 1 Year Ball Size Prelim Matches Semis and Final Under 16 5 60 minutes 60 minutes Under 15 5 60 minutes 60 minutes Under 14 5 60 minutes 60 minutes Under 13 5 60 minutes 60 minutes Under 12 (11v11) 5 60 minutes 60 minutes Under 12 (9v9) 4 60 minutes 60 minutes Under 11 4 60 minutes 60 minutes Under 10 (7v7) 4 60 minutes 60 minutes Under 9 4 60 minutes 60 minutes Under 8 4 60 minutes 60 minutes The halftime will be 5 minutes.

4. TOURNAMENT FORMAT In all Divisions, there will be NO OVERTIME in group play. The advancement and resolution of ties will be handled in accordance with Sections 9 and 10 below. A. Divisions with 4 teams: A single group of four teams will be guaranteed three matches in a round robin format. The two teams with the most points will advance to a final game. B. Divisions with 6 teams: Teams will be divided into two 3 - team flight groups with each team playing two matches within its group and one match with an opponent from the other group. The top team with the most points in each group will advance to the finals. C. Divisions with 8 teams: Teams will be divided into two 4 - team groups with each team playing three matches within its group. The top team with the most points in each group will advance to the finals. D. Divisions with 12 teams: Teams will be divided into three 4 - team groups. Each team will play the other teams in their group. The group winners will advance to semi-final matches. The next team with the most points will advance to the semi-finals as the Wildcard team. The semi-final winners will advance to play in the finals.

5. FIELD AND GAME EQUIPMENT A. Players must wear numbers on the back of their uniforms and these numbers shall coincide with those listed on the teams’ roster. Goalkeepers are not required to have a number. B. Players are required to wear shin guards in accordance with FIFA laws of the game. C. Where uniform colors are similar, the designated home team will change colors. Home team has choice of sideline. Home team is listed first on the schedule. D. No jewelry of any kind may be worn by any player. E. When requested by the referee, each team must provide a lines person. 2 F. The designated home team shall provide the game ball unless supplied by the tournament. 

6. PROTESTS THERE WILL BE NO PROTESTS ALLOWED.

7. SUBSTITUTIONS A. Unlimited substitutions may be made, with the referee’s permission: 1. After a goal has been scored. 2. At the beginning of the second half of play or prior to the beginning of an overtime period. 3. At a goal kick by either team. 4. At a throw-in by the team in possession. 5. In case of stoppage of play for an injury. B. Limited substitutions may be made, with the referee’s permission: 1. To replace a cautioned player.

8. GAME AND SCORE REPORTING The field marshal or referee will ensure that the game cards are properly completed and scores recorded at the end of each game.

9. CONDUCT A. Players, coaches, and spectators are expected to conduct themselves within the spirit and the letter of the Law. Displays of temper or dissent are cause for ejection from the game and surrounding field area. Any coach ejected from the match will not be allowed to coach his/her team in its immediate next match. B. Players, coaches, and team officials ejected from a game by the referee shall be ineligible for the next scheduled game. Also, red cards issued to players from other State Associations will be reported by the Tournament management to those players’ home State Associations. C. All players and coaches will take one side of the field, and supporters will take the other side. No one will be allowed behind either goal line. D. ALCOHOLIC BEVERAGES, SMOKING, ANIMALS, AND COOKING ARE NOT PERMITTED AT GAME SITES. E. ARTIFICIAL NOISE-MAKING DEVICES ARE PROHIBITED.

9. DIVISION WINNERS AND WILD CARD TEAMS A.
Each team will be awarded points as follows: 3 points for a win 1 point for a tie 0 points for a loss

B. At the end of the preliminary rounds, the division winner shall be the team with the most points in their division.

In the event of a tie within a division, the following criteria shall be used to determine the winner.

3 1. Head to head competition. (In the event of a tie among more than 2 teams, this criterion will not be considered.)

2. Most wins.

3. Greater goal difference, with a maximum of +4 and a minimum of -4 for any one game.

4. Least number of goals allowed.

5. FIFA kicks from the penalty mark thirty minutes prior to the scheduled playoff round games.

C. If more than two (2) teams are tied, the sequence will be followed until a team is eliminated.

The remaining teams will then restart the sequence at 9- B 2 above, until the tie is broken.

If three teams are still tied after computing the listed tiebreakers and FIFA Kicks have to be taken; there will be a draw by the tournament committee. The first team drawn will receive the bye; the next team drawn will be the home team against the remaining team in the first contest of FIFA Kicks. The winner of the first contest will then compete against the bye team in FIFA Kicks to determine the winner. The bye team will be the home team.

D. In the event that a wild card team must be selected for the playoff rounds, the above procedure, starting at 9 A, will be used across the entire division. E. The Tournament Committee, acting within the parameters of these rules, will determine the teams to advance into the final round. In the event that the division has 5 teams, the winner will be determined by the record of those teams in that division in lieu of playing a championship game.

10. PLAYOFF ROUNDS A. Winners of each group advance into the playoff rounds. B. If a wild card team is selected for the playoff rounds, that team will not be assigned to play against the winner of its own group in the first playoff round. If the wildcard comes from group A, the wildcard will play the winner of group B in the semi-finals. C. If the winners of groups B and C have already played each other in round robin, then B will play the wildcard and A will play C. D. Overtime will be played in case of a draw at the end of regulation time in the finals and semi-finals. The winner will be determined as follows: 1. OVERTIME - All age groups. One 10-minute overtime period with the teams exchanging ends after 5 minutes & a 2-minute interval. 2. If no goals are scored during overtime play, FIFA kicks from the penalty mark will be taken to determine the winner.

11. FAILURE TO SHOW AND FORFEITS A. A team shall be allowed a 10-minute grace period after the scheduled kick-off time before the match is awarded to their opponent. A minimum of 8 players constitutes a team and if 8 4 players are present, the game will not be delayed. (6v6 - 4 minimum players, 8v8 - 6 minimum players.) B. In no case shall a team which forfeits a game be declared a division winner or wild card team. If an apparent division winner forfeits a game, the division team with the next best record shall be named the division winner. C. If a team is the cause for termination of a game, that team will be considered to have forfeited that game. D. A forfeit in the preliminary rounds shall be awarded as 3 points for the win to the opposing team and any other team that the forfeiting team has or will play. E. Forfeits of games in the playoff rounds shall be recorded as 1-0 games.

12. INCLEMENT WEATHER In case of inclement weather, the Tournament Committee will have the authority to change games as follows: 1. Relocate or reschedule any game. 2. Change the duration of any game. 3. Cancel any preliminary game. 4. Preliminary games suspended by game or tournament officials may be considered official at the discretion of the tournament officials. 13. GENERAL A. Under no circumstances whatsoever will the Tournament Committee, SSAAK Chugiak Soccer Club be responsible for any expenses (including tournament entry fee) incurred by any team. This includes a situation where the Tournament or any game is canceled in whole or part. B. The Tournament Committee’s interpretation of the rules shall be final. C. The Tournament Committee reserves the right to decide on all matters pertaining to this Tournament and those decisions will be final. 5
